The Official Ratio

1ml Xp3 Fuel Enhancer : 4 liters of Gas or Diesel Fuel

It is a cardinal rule that for first two fuel treatments you must double the dosage in order to get a maximum result. It means that for every 4 liters of fuel you must add 2ml of Xp3 Fuel Enhancer.
